And, as it turns out, building faster than it's influx of capital, ie economy, could possibly handle. They worked under the misconception that if we build it, they will come. Well, there is a limit to everything, including wealthy men and women who want to live in the middle of a desert surrounded by buildings with a 30% occupancy rate. The government focus is on greatness and hugeness and bragging rights - NOT on solvency or living within its means or quality over quantity. Can you say FAIL??
